The hearth of the fire was on the first floor of the two-story building of the Golden Age private boarding house for the elderly. According to the Ministry of Emergency Situations, 48 people were evacuated.
The fire started from the boiler room due to the emergency operation of the electrical equipment.
"The boiler room is located opposite the rooms where the elderly were housed. Four of them died as a result of poisoning with combustion products. At the time of the fire, only two nurses were on duty in the building," emergency services told TASS.
It is known that the boarding house opened in 2020 as a micro-enterprise, that is, the number of its staff could not exceed 15 people. Over the past year, the boarding house was twice checked for fire safety. The first check was in March, then 18 fire safety violations were revealed. The second, unscheduled, to control their elimination was carried out at the end of December 2021. The owner of the boarding house managed to eliminate most of the previously identified violations. But not all.

In total, during the December check in the boarding house, three violations were revealed. According to its results, the director of the boarding house on December 27 was fined 15,000 rubles under Part 2.1 of Art. 20.4 of the Administrative Code ("Repeated violation of fire safety requirements").
At the same time, there could have been many more victims. Of the 48 guests, 16 were bedridden. The alarm in the building worked properly. But the problem is that firefighters are often late in receiving the signal from the relaying organizations. As Viktor Krivoshonok, the former first deputy head of the North-West Regional Center of the EMERCOM of Russia, told the reporter, the problem is the presence of intermediary organizations, which often use cheap but unreliable warning systems in their work.
“We need to look not only at whether the alarm has triggered or not. It may work, but this does not mean that the signal will arrive at the fire department as quickly as possible. Firefighters have such a concept as an object card. the operational duty officer must see where and what has lit. But if there is no object card, then the signal is useless. It can be mistaken for a false alarm. And the object card depends on relaying organizations, which are intermediaries in the signal transmission and reception system. They will pay them, they will transmit , if they don't pay, they won't transfer it. And until the problem of intermediaries is resolved, the situation will not improve. "
