Russia - Expert explains how a patient can be monitored remotely

Russia (bbabo.net), - Patients with chronic diseases throughout their lives after diagnosis need constant monitoring. For example, a patient with arterial hypertension needs to measure blood pressure several times a day so that the doctor can manage such a patient and not miss the deterioration, Dmitry Domarev, director of development of the medical online service SberHealth, told Rossiyskaya Gazeta.

That is why this year the Ministry of Health plans to launch a pilot project for free remote monitoring of patients with chronic diseases in six regions - Magadan, Tatarstan, Novosibirsk, Ryazan, Tyumen, Samara and in territories subordinate to medical institutions of the Federal Medical and Biological Agency. The two-year experiment will cover patients with arterial hypertension, as well as diabetes mellitus.

According to the expert, remote monitoring works like this. First, the doctor determines whether the patient needs it. After that, he issues the device and instructions on how to use it. The user downloads the mobile application and connects the device to it via Bluetooth. After that, all measurements from the device are automatically transferred to the application, and then to the attending physician. If there is a critical deviation that requires an immediate response from the doctor, then the specialist contacts the patient by phone, clarifies his condition, and if necessary, recommends calling an ambulance or calls it on his own. If the deviation is not critical, the doctor can also call or write to the chat to clarify what exactly could lead to such a deviation.

It is impossible to edit the received data from the device: they go to the doctor unchanged. Those events that require an ambulance call, the doctor should see first.

As Oliya Artemova, Deputy Head of the Department of Digital Development and Information Technologies of the Ministry of Health, said earlier, a special platform has already been launched to conduct the experiment, which will help process information from personal medical devices, and special services have been developed.

"A single complex system has been created, with the help of which doctors will be able to observe their patients at a distance: personal medical assistants will monitor a person's condition and give a signal if any deviations begin," she said. According to Artemova, requirements are being formulated for medical devices, for transferring information from personal medical devices to the platform, as well as for processing this information and transferring it to a doctor.
