United Russia has not supported and will not support lowering the non-penalized speed limit from 20 to 10 km/h, said Andrey Turchak, secretary of the party's general council.

He stressed that lowering the non-penalty threshold from 20 to 10 km/h has nothing to do with safety.

Earlier, Maxim Liksutov, deputy mayor of the capital for transport, said that reducing the non-penalized threshold for speeding to 10 kilometers per hour would reduce the death rate in traffic accidents in Moscow by 10%.

“Mr. Liksutov's initiative to lower the non-penalized threshold from 20 to 10 km/h is not new and frankly harmful. United Russia did not support it and will not support it. We already discussed all this before the pandemic and came to the general opinion that this measure is redundant and has nothing to do with security. This idea is only about getting deeper into the pockets of citizens. As well as technical inspection in the form in which we recently canceled it, ”said Turchak.

In addition, the Secretary of the General Council of the party noted that after two years of a pandemic, when it is already difficult for people, such thoughts can only be revived by finally breaking away from the earth and from reality.

“The head of the capital Deptrans can be recommended to listen and hear people more often, and remember that the task of the authorities is to make the life of citizens better, not more difficult,” he concluded.

United Russia has repeatedly opposed the introduction of fines for drivers for exceeding the speed limit by 10 km/h. The party considers it unacceptable to make decisions that affect tens of millions of citizens without conducting broad public and expert discussions. The system of fines as a whole should not be considered as a source of budget revenues, its only task should be to ensure public safety, said Andrei Turchak, Secretary of the General Council of the party, commenting in May 2021 on the decision of the Russian government to consider the initiative of the Moscow authorities to reduce the non-penalized threshold for speeding from 20 to 10 km/h
