However, these expenses will be necessary for businesses to remain competitive, she believes.

“There is a green agenda to help us,” she said. “There are ESG reports, there is carbon neutrality, climate projects, transnational carbon regulation, there is electricity cost reduction. All this pushes compliance and transformation, and we are these gates we are gradually pressing on from all sides so that the business is constantly changing for the better."

At the same time, Radionova acknowledged that the additional financial burden will be partly shifted to consumers - it will be included in the price of goods and will lead to a decrease in profitability. She cites oil refining as an example, when companies agreed to invest at least 1 billion rubles in their modernization.

“In reality, there were investments worth tens of billions of rubles,” recalls the head of Rosprirodnadzor. “As a result, we got a new good industry.”

According to Radionova, the controller should be understandable, logical and predictable, then there will be no unnecessary problems with the administration of the enterprises being inspected.
