Russia (bbabo.net), - Since the new year, the system of public procurement of products has undergone significant changes, the result of which should be an improvement in the quality of nutrition in kindergartens, schools, and hospitals. Olga Gorbacheva, Head of the Department for Controlling the Placement of State Orders and State Defense Orders of the Federal Antimonopoly Service (FAS), spoke about this at the Prodexpo exhibition.

In particular, now the priority in public procurement is not the price, but the quality of products: before the changes, the importance of the price of products was 60%, quality - 40%, now, on the contrary, 60% is given in favor of quality, and 40% is the "weight" of the price .

From January 1, 2022, public procurement of products has been allocated to a special category of significant ones, which require additional control already at the stage of choosing a counterparty. He must have a higher qualification than for other purchases. In order to participate in the procurement of products for state needs, suppliers must have already executed contracts under public procurement laws, and information about these contracts must be open and published in a single information system. Only companies that have experience in supplying at least 20% of the price for which food products are purchased can participate in purchases in excess of 500 thousand rubles.

But no matter how carefully the supplier is selected and no matter how rich experience he has, he must be checked at the very stage of supplying the products. Since it is at this stage that most often there is a substitution of counterfeit products. Now the customer will conduct a spot check of the batch and compare the actual quality of milk, meat and other products with the characteristics stated in the contract. In the event of a violation, the customer has the right to refuse to accept the product.

At the same time, earlier, revealing a defect in the product after signing the goods acceptance certificate, the customer turned out to be a hostage of the situation and had to pay for the delivery within 30 days (and for a representative of small and medium-sized businesses - within 15 days). Now only electronic acceptance can serve as a basis for payment for goods. And the customer has the right not to sign the electronic acceptance until he conducts a spot check.

"Such serious changes should play a positive role and improve the quality of products supplied to social institutions," Olga Gorbacheva believes.
